PROBLEM TO BE SOLVED: To provide a tire reinforcing member which can considerably improve the degradation-resistant adhesivity without impairing the initial adhesivity between a steel cord and a coating rubber and also considerably improve the durability of a pneumatic tire, and the pneumatic tire using the member. SOLUTION: In a layer comprising at least one composite layer comprising a coating rubber component and the steel cord, or a layer comprising (a) at least one composite layer comprising the coating rubber component and the steel cord and (b) at least one rubber component layer adjacent to the composite layer, the basic inorganic filler is blended in at least one rubber component layer constituting the layer.
