PROBLEM TO BE SOLVED: To attain the safety of a pedestrian or the like by positively detecting a bicycle, the pedestrian, or the like smaller than an automobile, using a radar. SOLUTION: When transmitting radar wave to grade crossing to detect an obstruction, a radar processing part 4 adds a check code to obstruction data indicating the presence and size of the obstruction and outputs the obstruction data to an input-output logical processing part 8 of an input-output control device 2. The input-output logical processing part 8 thereby detects the presence of an error of the inputted obstruction data by the check code of the inputted obstruction data and confirms that normal data is outputted from the radar processing part 4.
