PURPOSE: An apparatus for diagnosing an operating performance of a wiring breaker according to a serial resistant characteristic of a low voltage house wiring is provided to estimate a serial resistance and shortcircuit current of a wiring circuit by measuring a voltage charged into a condenser. CONSTITUTION: A T1 and a T2 are connected with a termination of a wiring circuit. An R1 and a Z1 are used for forming a square wave pulse of a half wave of AC so that an IC1 can recognize AC voltage applied to the T1 and the T2. The IC1 generates a pulse by a pulse(14) generated from the R1 and the Z1. A C2 is a filter condenser for removing a contact noise of an S1. An SCR is turned on by the output(1) of the IC1. A R7, a C5, a D1, a D2, a C4, and a Z2 are used as power circuits of the IC1, a TR1, and a TR2. An R7 and a C5 are used as AC control circuits. A D1 and D2 are used as half wave rectification circuits. A C4 and a Z2 are used as smoothing and constant-voltage circuits. An M1 and a C6 are used as a voltmeter. An S2 is used as a reference voltage setup switch. An S3 is used as a discharge switch for discharging charged voltage of the C6 to an R9. The S1 is set on the basis of the voltage charged by the S2.
