PROBLEM TO BE SOLVED: To provide seeding and planting works for a hard steep slope forming a stable vegetation base by preventing the separation and slip-off of a sprayed base material and improving compatibility between the sprayed base material and the natural ground, and attaining the early restoration of a natural landscape by avoiding the pressure of a herbaceous kind and the penetration delay of a native arboreal kind and advancing smooth plant succession. SOLUTION: A vegetation mat 2 is provided with a herb growing bed 7 and an arbor growing bed 8. The herb growing bed 7 has a vertical dimension of 25-35 cm and is sprayed with a thick layer base material 5 containing speeds, and grass flourishes to attain early greening. In the arbor growing bed 8, a continuous bag group 9 with a width of 10-30 cm comprising a plurality of bag parts 12a filled with artificial soil not intermixing seeds is placed on a base mat 6 of felt. While catching flying arboreal seeds, the influence of pressure from herbaceous plants growing on the herb growing bed 7 is suppressed to promote the growth of the native kind.
