PROBLEM TO BE SOLVED: To overcome the problem wherein response verification of 2nd and succeeding pieces of master data like file access using an actual machine drive can not be performed with a multi-layered recording ROM disk like a two- layered DVD-ROM since a multi-layered recording medium capable of recording in the same format as a read-only medium is not available. SOLUTION: The multi-layered recording medium is recognized by providing an area for recording an initial menu of management information recorded in 1st master data of the multi-layered recording medium or the management information and user data and a specific file at the inner circumference; and only file access to a recording layer is performed by providing 2nd and succeeding pieces of master data outside the management information recording area, forming a user data recording area of a spiral track in the reverse direction from the outer circumference to the inner circumference, and limiting access based upon the management information except access to the recording layer, thereby enabling the response verification by the actual machine drive.
