PURPOSE: A device and method for cutting a groove is provided to reduce costs and to improve productivity by using an end mill and lengthening the life span of a tool. CONSTITUTION: A body includes a fixture(11) fixing a material(21), a block(13) moving vertically and horizontally, and a fixed stand(12). An end mill(15) is mounted at the end of the block, and forms a groove on the surface of the material. An end mill holder(14) is formed at the end of the block. The central axis of the end mill is at predetermined angles with the horizontal axis of the material.
