PURPOSE: A method for assigning resources between sectors in a base station handoff region of a CDMA mobile communication system is provided to reject a call add request when a changing rate for specific time is less than a mobile index, and to permit the request if the changing rate is more than the mobile index, thereby efficiently using resources. CONSTITUTION: When a message is received from a terminal(ST11), a base station call processing block decides the message(ST12). If the received message is not a soft add message, the block decides whether the message is a power request message(ST15). If so, the block stores a received power level value as a response for the message(ST16). The block counts reception of the power request message(ST17), and checks the number of counted values(ST18). If the counted number is bigger than a counted number per unit time, the block re-requests the terminal to measure the power level value, and if the counted number is smaller, the block measures a time changing rate for received power level values(ST19). The block compares the measured power time changing rate with a mobile index(ST20). If the changing rate is bigger, the block permits a soft add process(ST21).
