PROBLEM TO BE SOLVED: To highly accurately control a transmission power for each slot in asymmetric communications. SOLUTION: A desired wave power measured by a desired wave power measuring circuit 105 is averaged over a plurality of slots by an averaging circuit 106 to reduce a power error in the desired wave powers of the slots. In an SIR measuring circuit 108, an SIR(n) of each slot is calculated from the average value of the desired wave powers of the plurality of slots and measured values of interference wave powers of the slots and in a TPC generating circuit 109, the SIR(n) of each slot is compared with a threshold to generate transmission power control information.
