PROBLEM TO BE SOLVED: To lessen slipping speed of a hydraulically running vehicle at a slope, which is driven by a hydraulic motor operated by a hydraulic pump driven with an engine. SOLUTION: A running control device for the hydraulically running vehicle comprises the hydraulic motor 13 for running and a transmission 14 capable of fixing speed change gears. The running control device also comprises a speed change control means 16 of the transmission, a speed detecting means 31 detecting the speed of the hydraulically running vehicle, and a controller 30 transmitting downshift signals to the speed change control means and downshifting the transmission, when the hydraulic running vehicle is determined to be practically in a stop state based on the detected speed.
