PROBLEM TO BE SOLVED: To obtain good reproduced voice quality having little noise or delay by avoiding the influence of a produced error even in transmitting voice data at a narrow transmission band. SOLUTION: A digital voice signal for every specified time is data-compressed to 1/M (M>2). A code for detecting an error is generated and added to the data-compressed digital voice signal of each specified time to form a compressed voice unit block. A header and modulo data with modulo K are added to K pieces (K=an integer of 2 or higher, and K<M) of the continuous compressed voice unit blocks to generate frame data. The earliest compressed voice unit block in terms of time among the K pieces of the continuous compressed voice unit blocks is discarded; and the latest one is added to the K pieces of the continuous compressed voice unit blocks to successively update the frame data for each of the specified times.
