PURPOSE: A method and a system for selling a program of a user count style using a user count system and a seller code are provided to enable a program maker to receive a maximum sales effect at a small expense by removing worry that users illegally duplicate the program and increasing a more profit probability through promotion for making the program containing the seller code duplicated/used. CONSTITUTION: The user count system(200) allows the user to use a minimum function or a strategically limited function without user count even if the program is distributed with no charge. A counter operating homepage(212) enables the user to download/charge the user count to the program through the Internet(104). An offline charging method enables the user to charge the user count to the system not connected to the Internet by using a recording medium. A sales settlement system recognizes/records the seller code providing the program when the user buys the user count to a database, and pays the price corresponding to the sold user count to the seller.
