PROBLEM TO BE SOLVED: To provide a base station capable of performing accurate transmission power control without delay and the need for increasing a circuit scale. SOLUTION: A downlink transmission data generating part 14 assembles a TPC packet from a TPC packet generating/transferring part 13 and a packet of data, etc., from the other packet generating part 15 and sends the assembled packets in the form of a downlink transmission data format to a CDMA diffusion circuit 16. The downlink transmission data generating part 14 stores or updates a TPC bit value, its adjacent reception SIR amplification and reception SIR deamplification by one time for each time slot and extracts and stores a TPC bit estimation value according to those values. When the downlink transmission data generating part 14 assembles various packets uses the TPC bit estimation value stored in the preceding time slot when a TPC packet is not sent from the TPC packet generating/transferring part 13.
