PROBLEM TO BE SOLVED: To provide a hydrophilic fluroresin particle which has a significantly improved surface wettability at no expense of the chemical stability, low friction, weather resistance, etc. inherent in a fluroresin and does not adversely affect the subsequent processes and the moldings and a process by which the hydrophilic fluroresin particle is efficiently and reliably manufactured. SOLUTION: The manufacturing process of the hydrophilic fluroresin particle comprise mixing a nonionic surfactant which has a hydrocarbon group as a hydrophobic group, an ethyleneoxy group and/or a propyleneoxy group and an HLB of≤12, a polar organic solvent and fluroresin particles to produce a dispersion, adding water to the dispersion and mixing the mixture.
