PROBLEM TO BE SOLVED: To easily realize advanced secrecy processing with high secrecy at a low cost. SOLUTION: In a transmitter using a multi-frame signal, a sequence of signals in the case of multi-framing is changed and transmitted according to algorithm changed by every fixed period at random, in a receiver, the multi-framed signal is received by demulti-framing it according to a signal sequence changed by every fixed period by algorithm common with the algorithm of the transmitter. Furthermore, in a multi-carrier transmitter and a multi-carrier receiver which transmit and receive the multi-frame signal by multi-carrier, the number of carriers , band width and frame length of multi-carrier are changed interlocked with the algorithm for determining the signal sequence.
