PROBLEM TO BE SOLVED: To provide an apparatus and a method for assigning wireless resources according to UE movement in OFDM mobile communication systems. SOLUTION: The apparatus and the method for assigning frequency resources to user terminal devices (UE) are provided for orthogonal frequency division multiplexing (OFDM) mobile communication systems. A base station receives feedback information included with at least mobile information from a user terminal device, and determines whether the user terminal device belongs to a high-speed or low-speed group using the mobile information. If the user terminal device belongs to the high-speed group, the base station assigns a frequency resource for the user terminal device according to an open-loop method. On the other hand, if the user terminal device belongs to the low-speed group, the base station assigns a frequency resource for the user terminal device according to a close-loop method.
