PROBLEM TO BE SOLVED: To provide a foam having an open cell, having water repellency for preventing permeation of water from the surface, having little contamination to the skin and suitable as makeup puffing for liquid foundation. SOLUTION: In the flexible slab polyurethane foam obtained by reacting a prepolymer with polyols in the presence of a catalyst and a foaming agent, the prepolymer is a prepolymer having terminal isocyanate groups obtained by reaction of≥8C monools with an isocyanate compound.
