PROBLEM TO BE SOLVED: To provide a surface-treated steel sheet which does not contain chromium and is excellent in performance balance such as fingerprint resistance, conductivity, coating adhesion, slidability (workability), heat resistance, acid resistance, and water resistance in addition to the corrosion resistance of a plane part, after alkali degreasing, and a processing part. SOLUTION: A surface treatment membrane of 0.1-3 g/m<SP>2</SP>amount of deposit is formed on the surface of a zinc-based plated steel sheet by using a water base surface treatment liquid containing a cationic polyurethane resin (A), a cationic phenol resin (B), a silane coupling agent (C), a manganese compound (D), a zirconium compound (E), a vanadium compound (F), and a Fischer-Tropsch wax (G) with an average particle size of 0.1-0.5μm, a number average molecular weight of 500-2,000, a density of 0.85-0.95, and a melting point of 70-90°C in the following solid content mass ratios (D-F are metal-conversion quantities): A/B=7-120, C/(A+B)=0.2-0.75, D/(A+B)=0.005-0.025, E/(A+B)=0.01-0.075, F/(A+B)=0.001-0.025, and G/(A+B)=0.03-0.4.
