PROBLEM TO BE SOLVED: To reduce the frequency of the occurrence of buffer underflow. SOLUTION: In a data output device 1, a buffer information holding part 14 holds the amount of data stored in a buffer after insertion of data. When data is be newly inserted, a buffer control part 13 determines the amount of data to be newly inserted, on the basis of the amount of stored data which is held in the buffer information holding part 14 and is held after previous data insertion. Thus, the amount of data to be inserted can be properly set so as not to bring about buffer underflow again, whereby the frequency of the occurrence of buffer underflow can be reduced.
