PURPOSE:To forecast a river flow rate with high accuracy without requiring an engineer's experience, by preparing a flow-out model by use of a rainfall, a river flow rate and a time series data, and obtaining a time series data of a flow rate forecasting value by said model. CONSTITUTION:On the upstream side of a river 1 of an object river basin 2, a river improvement dam 3 is constructed, and a discharge flow rate from the dam 3 is measured by a discharge flow meter 4. Also, a rainfall in the object river basin 2 is measured by a rainfall meter 7 at a constant period, and a flow rate of the river 1 is measured by a flow meter 8 in a constant period. Also, a flow-out model preparing device prepares a flow-out model which can be used all the year round, by a time series data of the rainfall and the river flow rate measured by the rainfall meter 7 and the flow meter 8. A flow rate forecasting device 9 forecasts a flow rate by using a flow-out model prepared in accordance with a forecast rainfall by a weather forecast 11, etc., and outputs a time series data of a flow rate forecast value. |
