PURPOSE:To prevent the interference of the operation of crane to other operations by providing an access path with a step difference held on a sheathing wall between the operating face of a mobile crane to perform hanging operations and the side wall of semi-underground building for atomic power station, etc. CONSTITUTION:An access path 6 lower than the ground's surface is provided adjacently to the outer wall 20 of a semi-underground building 1 in which the apparatus of atomic power facilities is to be housed. The access path 6 has a vertical wall 11 for sheathing on the side facing the outer wall 20. On the ground's surface 4, the ground 41 for a fixed distance to the vertical wall 11 is improved and an operation face 9 on which a mobile crane 10 is run or slewed is constructed. The interference of hanging operations by the crane 10 for building construction work to other operations can thus be prevented.
