PURPOSE:To strongly join a covering material and core material without performing a heat treatment and reinforcing by sticking one part of a covering material and one part of a core material with their compression and executing a diameter reduction after relatively sliding them. CONSTITUTION:A baseline 4 is formed by coating on a core material 1 the cylindrical covering material 3 welding a metal tape. An ordinary diameter reduction is executed after relatively sliding the core material 1 and one part of the covering material 3 by sticking them and slightly discriminating the moving speed of the both by acting a compression force in the vertical direction of this baseline 4. The diameter reduction is then executed after relatively sliding similarly by sticking the core material 1 in the right and left directions and one part of the covering material 3 by applying a compression force from the right and left direction. Consequently the covering material 3 and core material 1 can strongly be joined without executing a heat treatment and reinforcing and the cost down can be realized by omitting the heat treatment.
