PURPOSE:To eliminate use of hydrogen, to enhance safety, and to obtain high performance by supporting noble metal catalysts containing platinum and ruthenium in carbon powder, and conducting heat treatment in an oxidizing atmosphere without conducting reduction. CONSTITUTION:Carbon fine powder is supported with noble metal catalysts containing paltinum and ruthenium, and without conducting reduction, it is mixed with carbon fine powder to which water repellent treatment is conducted by adding a fluororesin base waterproofing agent. This mixture is press-molded to prepare an electrode substrate. The electrode substrate is heated in an oxidizing atmosphere at 200-400 deg.C. The mixture is hot-pressed in an oxidizing atmosphere at 200-400 deg.C again. Because higher oxide of platinum is converted into lower oxide on the surface of the carbon fine powder by catalytic action or the alloy of platinum with ruthenium is formed in an active part, electrode performance is enhanced. |
