A water/oil emulsion type foundation cosmetic composion comprises 20.0-60.0 wt.% pigment, 0.1-10.0 wt.% emulsifying agent, 10.0-50.0 wt.% non-polar oil and wax, 1.0-30.0 wt.% moistening agent, and 2.0- 40.0 wt.% water. The emulsifying agent is pref. sorbitanstearic acid ester, oleic acid glycerin copolymer or ethylenepropyleneglycol copolymer. The moistening agent is at least one of glycerin, polyethylene glycol sorbitol, 1,3-butylene glycol or propylene glycol. The cosmetic has a good beauty effect.
