A construction procedure of a system which is constructed by performing operations of plural types with respect to each of plural program modules is generated. A system-construction-procedure generating device (100) includes a dependency relationship storing unit (111), an operating procedure storing unit (112), and an operating procedure generating unit (102). The dependency relationship storing unit (111) stores dependency relationship information (121) indicating a dependency relationship (123) for each of one or more pairs of operations among a plurality of operations each expressed with a combination of one of a plurality of program modules and one of a plurality of operation types, the plurality of operations being required for system construction. The operating procedure storing unit (112) stores a procedure sequence (122) indicating a sequence for performing each of the plurality of operations.
