PROBLEM TO BE SOLVED: To improve passenger's comfortability by speeding up the rising of heating when a plurality of heat exchangers operable as radiators are provided in a vehicle cabin so as to obtain a high heating capability.SOLUTION: An air-conditioning control device estimates whether a high-pressure-side refrigerant temperature of a heat pump device is equal to or lower than a predetermined temperature. If the refrigerant temperature is estimated to be equal to or lower than the predetermined temperature the control device sets a channel switching device to a heating rising mode, and sets the channel switching device to a normal heating mode if the refrigerant temperature is estimated to be higher than the predetermined temperature.
