PROBLEM TO BE SOLVED: To provide an image processing apparatus which improves the quality of an image to be obtained after first decompression, in comparison with Progressive-JPEG.SOLUTION: The image processing apparatus comprises: quantization means which quantizes an image while retaining its edge; difference image generation means which generates an image of the difference between the image and an image quantized by the quantization means; first compression means which compresses the quantized image; and second compression means which compresses the difference image generated by the difference image generation means.SELECTED DRAWING: Figure 1
