The present invention relates to a traffic light change apparatus and a control method using a traffic signal control box in order to control a traffic signal on roads. The traffic light change apparatus comprises: a traffic signal box (10) for controlling the change of the traffic signal; a PLC control unit (15) for controlling a change signal and time of a traffic signal mounted in the traffic signal box (10); and a vehicle signal control unit (25) which is mounted inside a vehicle (20) and is configured is configured to transmit and receive the signal to and from the traffic signal box (10), wherein the vehicle signal control unit (25) comprises a transmitting and receiving module (25a) for transmitting and receiving a signal and an instruction provided from the traffic signal box (10), a display module (25b) for displaying the information received from the transmitting and receiving module (25a) to a user, a voice notification module (25c) for displaying the information received from the transmitting and receiving module (25a) to the user by voice, and a data storage module (25d) for storing transmission and reception data between the traffic signal box (10) and the vehicle signal control unit (25).
