PROBLEM TO BE SOLVED: To suppress radiation noise.SOLUTION: A diffusion control part 151B1 sets whether spectrum diffusion is performed by frequency-modulating a reference clock, a clock modulation parameter or the like in execution of spectrum diffusion for a drive clock generated by a clock generation circuit 151C. Setting of frequency modulation or the like is performed during a period when no transmission of a control signal is performed in a performance control state differing from a normal control state, such as an initial control state and an energy-saving control state. In the normal control state, a control signal is transmitted in a serial signal system after completion of setting of frequency modulation or the like.
