METHOD AND APPARATUS FOR ENCODING AND DECODING BASED ON MERGE

Disclosed are a method and an apparatus for decoding based on a merge process. A merge motion prediction method may comprise: a step of determining whether a merge candidate block, not available for the current block, exists; a step of inducing candidate motion prediction information for predicting a merge motion based on a corresponding lower layer block, if the merge candidate block, not available for the current block, exists; and a step of predicting the merge motion to the current block based on a merge motion candidate list, which includes the candidate motion prediction information. The merge candidate block is designed to induce the candidate motion prediction information for predicting the merge motion and the corresponding lower layer block may exists on a lower layer than a layer on which the current block is included. The purpose of the present invention is to provide a prediction method between screens to improve image encoding/decoding efficiency.
