The present invention relates to a cover window substrate and, more specifically, to a cover window substrate comprising: a polymer substrate film; and an organic layer and an inorganic layer which are laminated on one side of the polymer substrate film, wherein the organic layer is thicker than the inorganic layer. Accordingly, the cover window substrate can achieve excellent hardness even with a thin layer, and thus can be applied to a thin and light image display device and can exhibit both high hardness and excellent bendability.
