The present invention relates to an overseas IP application mediating system for implementing an exchange IP and a method therefor. According to the present invention, an IOU, which is a transaction mediating institute, provides a user with exchange information through a website on the Internet, exchanges information and works with the user through the website, and connects exchange mediations. The user is connected as a user through member subscription, searches for information through a search window, and registers mediation materials of self in a mediation window. The IOU is a mediation institute, in connection with international IP transactions, that plays the role of integrating outgoings with incomings through a search window, a mediation window, and a negotiation window. In the search window, clients of respective patent offices worldwide and the amounts of transactions thereof are analyzed precisely, the ratio of exchange between incomings and outgoings is mainly analyzed, and agents with high exchange possibilities are searched for. The website comprises at least one of a [NTR window], a [BTR window], a [mediation window], and a [negotiation window]. When the user inputs supply materials through an [exchange mediation input window], public materials, among the supply materials, are displayed in real time in the type of a graph and/or a table and/or a supplementary material in an [exchange mediation output window] such that the user's participation is expressed realistically in real time. In connection with public materials and non-public materials input to the website by the user, the mediation institute (IOU) conducts grouping, classifies and analyzes the results of grouping, and mediates and/or connects patent offices to each other.
