a conductive support; and an outermost layer disposed on the conductive support, the outermost layer including porous silica and an N-alkoxymethylated polyamide and having a gel fraction of 50% or more and a surface roughness Rz of 2 μm or more and 20 μm or less, wherein a content of the porous silica in the outermost layer is 1% by weight or more and 50% by weight or less; and the porous silica has an average particle diameter of 2 μm or more and 15 μm or less.
