a short range radio frequency circuit; memory configured to store a unique identifier and vehicle identification information, and a cryptographic block configured to store security keys that are checked and validated to grant or deny access to the memory; a processor coupled with the short range radio frequency circuit, the memory and the cryptographic block, the processor configured to:
receive a signal via the short range radio frequency circuit, the signal comprising a request to access the memory and retrieve the unique identifier,grant access to the memory based on a check and validation of one of the security keys stored in the cryptographic black, andprovide the unique identifier in response to the access request when the security key is checked an validated.
