PROBLEM TO BE SOLVED: To compress moving image data according to a band width of a communication path.SOLUTION: An image encoding device comprises: a first frame storage unit which divides stored moving image data into a plurality of small screen images and outputs them in time series; a compression unit for generating compressed data from a small screen image of an encoding target and a predicted image; an extension unit for generating extended data from the compressed data and the predicted image; a correction unit for correcting the extended data to obtain a small screen image already encoded; a second frame storage unit which stores the already encoded small screen image and outputs it as a reference image; a predicted image generation unit for generating a predicted image using intra-prediction or inter-prediction; an encoding unit for generating a bit stream obtained by multiplexing additional information into encoded data obtained by encoding the compressed data; a communication path state monitoring unit for determining a target bit rate depending on a state of a communication path; and an encoding control unit which designates division information based on the target bit rate and designates it as the additional information with an encoding parameter. |
