Disclosed are a downlink distribution/convergence method, an uplink distribution/convergence method and device, which relate to the field of communications, and solve the problems that after all or partial services of a UE are distributed, the service quality is low and the user experience is poor due to incapability of guaranteeing the continuity of the UE service. The specific solution is as follows: a cellular network wireless access device decides to distribute data of a UE served by the cellular wireless access device in a cellular network to a non-cellular network; the cellular network wireless access device sends a data frame to the UE served by the cellular network wireless access device by means of the non-cellular network wireless access device, wherein the data frame includes a data packet to be sent from the cellular network wireless access device to the UE and indication information for indicating that the data packet is a cellular network data packet; and the indication information is used for the UE to process the data packet according to the indication information by means of a cellular network protocol. The present invention is applied to a distribution/convergence process.
