A method for processing an image on the basis of an inter prediction mode and a device therefor are disclosed. Particularly, the method for processing an image on the basis of inter prediction comprises the steps of: configuring motion information candidate lists by adding, to the motion information candidate lists of a current block, according to a predetermined order, spatial motion information candidates derived from blocks spatially neighboring the current block and temporal motion information candidates derived from blocks temporally neighboring the current block; deriving motion information of the current block from a motion information candidate selected among the motion information candidates added to the motion information candidate list; and generating a prediction block of the current block by using the motion information of the current block, wherein the order of the motion information candidates can be sorted according to occurrence frequency of the motion information candidates added to the motion information candidate list.
