Provided is a water-soluble film containing a polyvinyl alcohol resin (A), wherein the difference (ΔR) between the phase difference (Rα) of one surface (α surface) and the phase difference (Rβ) of the opposite surface (β surface) of the transverse-direction (TD) central portion of the water-soluble film is 8 nm or less. The difference in the degree of crystallization of the front and rear of the water-soluble film is therefore reduced, and a water-soluble film having little curling and exceptional productivity is obtained.
