Provided is a transport plan generating system, in which: a processor is capable of accessing a cargo information storage unit which stores data of cargo for which transport has been requested and a transport route information storage unit which stores data of a transport means which transports the cargo; and the processor generates one or more transport routes by at least one transport means between an origin and a destination which a customer desires, generates one or more mix plans in which the cargo which the customer desires to transport is mixed with other cargo which has the same origin and destination, and generates transport plans in which the generated mix plans and transport routes which have the same origin and destination are combined.
