The present invention facilitates decoding processing on the reception side when a predetermined number of pieces of high-quality format image data are transmitted together with base format image data. A base stream including, as access units, encoded image data of base format image data on a per-picture basis, and a predetermined number of enhanced streams each including, as access units, encoded image data of high-quality format image data on a per-picture basis are generated. Here, the enhanced streams are generated by performing predictive coding processing on the high-quality format image data with reference to the base format image data or other high-quality format image data. Information indicating the order of decoding is assigned to the access units of the enhanced streams. A predetermined format container including the base stream and the predetermined number of enhanced streams is transmitted. |
