Provided are a device and method whereby a fiber bundle can be suitably cooled without hindering maintenance of a nozzle or preparation work prior to the start of manufacturing. The provided device is provided with a nozzle (18) through which a fiber bundle (9) impregnated with a thermoplastic resin is caused to pass while the nozzle (18) imparts a tape shape to the fiber bundle, a cooling roller (20) for cooling the fiber bundle, and a support device (51). The support device (51) rotatably supports the cooling roller (20) so that the cooling roller (20) can move between a cooling position at which an external peripheral surface of the cooling roller (20) touches the fiber bundle (9) passed through the nozzle (18) and a retraction position more separated from the nozzle (18) than the cooling position.
