The present invention provides a method for determining channel quality, to improve, within a time range in which an LTE base station does not transmit data in an unlicensed frequency band, the accuracy of the channel quality measured by a user device that the LTE base station serves. The method comprises: the user device determining a measurement time set of a target frequency band, which is the operating frequency of the target cell, the measurement time set being a time period meeting predetermined conditions and before the start time that the target cell transmits data in the target frequency band; the user device measuring, in the measurement time set, the wireless conditions of the target frequency band to obtain the measurement result.
