The present embodiment provides a data processing method and apparatus. A PCRF entity acquires subscription information of a remote terminal UE, and according to the remote terminal UE subscription information and a service QoS, determines a QoS rule for a relay UE, and the PCRF entity sends to a PGW the QoS rule of the relay UE, the QoS rule being for the PGW to modify or establish a bearer for the relay UE, the bearer for the relay UE being for the relay UE to forward data of the remote terminal UE, thus ensuring service QoS of the remote terminal UE.
