1. A communication management system comprising:
a transmitter configured to transmit a request for obtaining capability information indicating a capability of a first communication terminal of a plurality of communication terminals, to the first communication terminal through a network, the capability of the first communication terminal being a capability to transmit and receive content data at a predetermined resolution level or rate; a receiver configured to receive the capability information of the first communication terminal from the first communication terminal; and processing circuitry configured to determine a set value for each one of a plurality of set items to be configured in providing a service plan corresponding to the capability of the first communication terminal, based on the capability information of the first communication terminal, and after communication is initiated between the first communication terminal and a second communication terminal, and a relay device is selected to relay the communication between the first communication terminal and the second communication terminal, cause the transmitter to transmit the determined set value of each one of the plurality of set items to the relay device, as an operating parameter for controlling the relay device in transmitting or receiving content data to or from the first communication terminal according to the service plan corresponding to the capability of the first communication terminal, wherein the operating parameter controls a quality of content data to be transmitted or received by the relay device to or from the first communication terminal, such that the relay device controls the quality of content data to match the service plan corresponding to the capability of the first communication terminal.
