The present invention has an effect of providing: a high-performance polyoxometalate catalyst, which has improved activity and selectivity through the adjustment of the vanadium content or the like, attains a high yield and long lifetime as well as excellent reproducibility, and can produce unsaturated carboxylic acids from unsaturated aldehydes; and a producing method therefor.
