PROBLEM TO BE SOLVED: To preferentially process a signal of high priority, which is accumulated in a first-in first-out type signal buffer and to process both the signal of high priority and a signal of low priority when there are few signals of the low priority.SOLUTION: A signal buffer storage signal distribution section 13 includes: a signal type determination section 131 which reads a signal from a first-in first-out type signal buffer and determines whether the read signal is a signal of high priority or a signal of low priority; a calculation section for the number of unit time low priority signals 132, which calculates the number of unit time low priority signals, which is the number of signals determined to be the signals of low priority per unit time that is previously determined, when the read signal is determined to be the signal of the low priority; and a signal distribution section 133 which operates to discard the signal of the low priority, which has been read, when the number of unit time low priority signals is equal to or more than a previously determined threshold TH and to process the signal that has been read when the signal that has been read is determined to be the signal of the high priority or when the number of unit time low priority signals is less than the threshold TH. |
