A cleaning device (10) has a head (12), which includes surface scrubbing elements (18) for scrubbing a surface, and a base component (16) to which the scrubbing elements are attached. The base component has an internal compartment (24), and is moveable between a closed and open condition. It has a substance opening (30) to the compartment for receiving a capsule (60) with an outer skin (60.1) and scrubbing substance in the outer skin. An actuator (38) on the base component is moveable between a released and engagement position. It is located to engage the capsule when the capsule is in the compartment, to break the outer skin of the capsule and release of the scrubbing substance into the compartment.
