PROBLEM TO BE SOLVED: To provide a new method and apparatus for making an organic halogen compound harmless by which an organic halogen compound in oil such as PCB mixed-in insulating oil is made harmless with metallic sodium using a hydrogen donor completely different from before.SOLUTION: An apparatus for making an organic halogen compound harmless is provided which dehalogenates an organic halogen compound in oil by causing the organic halogen compound, metallic sodium and a hydrogen donor to react with each other. The apparatus includes: a first reactor 11 for causing the organic halogen compound in the oil to react with the metallic sodium; and a second reactor 13 for causing treating object oil which has reacted in the first reactor 11 to react with a solid hydrogen donor 41 having a hydroxyl group on a solid surface. |
