This fuel cell system (100) comprises: a fuel cell using fuel to produce electricity; an exhaust gas path (1) wherethrough an exhaust gas flows; a water circulation path (3) wherein cooling water for cooling the heat generated from the fuel cell circulates; a first heat exchanging apparatus (4) provided on the exhaust gas path (1) and the water circulation path (3), for exchanging heat between the exhaust gas and the cooling water; a tank for recovering condensed water generated by cooling the exhaust gas at the first heat exchanging apparatus (4); a radiator (6) provided on the water circulation path (3) for dissipating heat from the cooling water; a circulation pump (7) provided on the water circulation path (3), for circulating the cooling water; and a control apparatus (8) constituted so as to operate by switching between a first operation mode, where the dissipation of heat from the cooling water at the radiator (6) is adjusted in order to control the temperature of the cooling water after passage through the radiator (6) to a first predetermined temperature, and a second operation mode, where the temperature of the cooling water is controlled to a second predetermined temperature that is higher than the first predetermined temperature.
