A device for generating power by means of collecting and storing idle kinetic energy comprises: an oil tank (1); at least one group of speed reduction plate energy collection devices (2), at least two energy storage loops (5-1, 5-2), and a power generation device. The speed reduction plate energy collection devices (2) are connected to the oil tank (1) by means of pipelines, and hydraulic oil in the oil tank (1) is sucked into the speed reduction plate energy collection devices (2). The energy storage loops (5-1, 5-2) are in pipeline connection with the speed reduction plate energy collection devices (2), and sequentially collect high-pressure oil provided by the speed reduction plate energy collection devices (2), and until the maximum energy storage is reached, the energy storage loops (5-1, 5-2) starts to supply oil to the power generation device. The power generation device is in pipeline connection with the energy storage loops (5-1, 5-2), and continuously generates power by sequentially using high-pressure oil collected by the energy storage loops. In the device, idle kinetic energy of a vehicle can be stored in an energy storage device in order by means of a hydraulic system, so that continuous output of electric energy can be implemented, the power generation scale is great, and the power generation efficiency is high.
