This air-conditioning control apparatus comprises: a detector which obtains a thermal image of an occupant; a processing unit which estimates the thermal sensation of the occupant from the temperature distribution obtained by the detector; and a control unit which controls an air-conditioner according to the estimated result of thermal sensation. Upon detecting the occupant, the detector captures a thermal image of the periphery of the occupant.
